“3BL” refers to the “triple bottom line” — the increasingly recognized notion of sustainability that communities must use an expanded framework for making decisions and measuring success, taking into account the environmental, economic and social ramifications.  Only by accounting for all three bottom lines can a community consider itself truly sustainable.

It’s at the local level where innovative solutions continue to be found. America’s cities large and small have been the leaders — municipal governments and communities as a whole — in thinking about sustainability and planning for the future.
